A digital programme asks a department for capacity it rarely has spare: requirements defined in engineering detail, compliance designed in from the first sprint rather than certified at the end, and trained users ready on the day the system goes live. That is the capacity we add — alongside the department’s own team, under its direction.
Pioneer Smart Innovate Private Limited was incorporated in 2020 to serve the departments, directorates, autonomous bodies and state agencies that carry real citizen-facing mandates but have rarely had access to serious consulting and engineering capacity at a price and pace they can absorb. We take a government organisation from problem statement to an audited, certified, adopted system — covering advisory, requirement definition, engineering, compliance certification, rollout and the capacity building that makes the system survive after handover.
A productisation company by instinct
Recurring requirements should not be rebuilt for every department. Thirteen of ours are productised and configured to the client’s process, which is why a department can be looking at a working prototype in weeks rather than a design document in months. Some of these platforms are engineered by our own team; others are built on products licensed from an OEM. The distinction matters for how the software is sourced, not for how it is delivered: requirement definition, configuration, integration, implementation, rollout, training and support are always carried out by our own team, and the contract, the delivery obligation and the support responsibility sit with us. A franchisee network extends our reach across India; PSI remains the principal and the single point of accountability.
The clearest example is our Vehicle Location Tracking System. VLTS is a domain-agnostic, API-integrable live tracking layer aligned to the AIS 140 telematics standard: a department adds live tracking, geofencing and compliance alerting to the application it already runs, without replacing its system of record. The same platform serves hazardous waste movement, ambulance fleets, urban transport, mining and forestry permits, disaster relief and public distribution logistics. Procurement-ready
We are empanelled with National Informatics Centre Services Incorporated in two categories — Technology Development and Sectoral Consultancy, and Application Software and Website Development in the Startup category — and with Central Electronics Limited, a Government of India public sector enterprise, as a technology partner for joint research and development, co-production and system integration in Indian and overseas markets. A user organisation can therefore place work with us through an existing, GFR-compliant arrangement rather than running a separate tender: a NICSI work order against the rate contract, or a requirement placed with CEL on a nomination basis or through open tender, in accordance with CEL guidelines. Whichever route the order takes, PSI is the contracting party and the work is carried out by our own team.
