Three ways to place work with us
A department does not have to run a fresh tender to engage us. Which route applies depends on who the buying entity is and what is being bought.
The three routes
NICSI — Technology Development and Sectoral Consultancy
What it carries. Advisory, project management consultancy, programme management units, sectoral consultancy and technology development assignments.
How an order flows. The user department raises its requirement with NICSI, which places the work order against the empanelment rate contract. Direct engagement is also available, with NICSI’s prior written permission and the applicable usage fee.
NICSI — Application Software and Websites, Startup Category
What it carries. Design, development, implementation and maintenance of application software, portals, websites and mobile applications.
How an order flows. The same route, under the Startup-category rate contract and its approved rates.
Central Electronics Limited (CEL)
What it carries. Technology Partners for Joint R&D / Co-Production / System Integration for Business Development in Indian and Overseas Markets — the six service lines, the thirteen platforms, dashboard and API solutions, GIGW 3.0 and DBIM compliance, ERP integration and modernisation, and secure-environment technology upgrades.
How an order flows. The buying organisation places its requirement with CEL, and CEL engages us under the empanelment — on a nomination basis or through open tender, in accordance with CEL guidelines.
Whichever route an order takes, PSI remains the contracting party and the single point of accountability, and the work is carried out by our own team — whether the underlying product is engineered in-house or licensed from an OEM.
Four engagement models
All four are available on any of the three routes, and all four are executed in project mode against pre-defined milestones.
Turn-key delivery
Fixed scope, milestone payments, certification included.
Best for: A defined system with a known outcome.
Phased project execution
Scope split into phases, each with pre-defined milestones, acceptance criteria and a sign-off gate.
Best for: Larger programmes where scope firms up progressively.
Programme management unit
A standing team embedded with you, reporting against a milestone performance schedule.
Best for: National or state-scale rollouts and transitions.
Configured platform
One of our thirteen platforms, set up to your process.
Best for: Departments needing a proven system quickly rather than a bespoke build.
How an engagement runs
1 · Due diligence
As-is assessment, stakeholder and responsibility map, objectives signed off
2 · Definition
BRD / SRS / FRS, architecture, requirement traceability matrix
3 · MVP build
Working release, sprint demonstrations, UAT scripts
4 · Certification
CERT-In audit clearance, conformance reports, quality certificate
5 · Rollout
Training calendar, manuals, FAQs, rollout dashboard
6 · Sustainment
Handover with source code and trained departmental owners
Payment follows the milestone, not the calendar. Each phase closes with a documented sign-off and a milestone performance report before the next one opens.
What you receive
High-level and low-level design · software requirements specification · requirement traceability matrix · user manual and SOP · technical manual · data backup and archival process · source code · CERT-In security audit clearance · SSL certificate · GIGW and WCAG conformance for website quality certification · training and handover.
Start here
Tell us the outcome you are accountable for.
Not the software you think you need. We will study your current process and stakeholders and return an as-is assessment with options — at no cost, for citizen-centric initiatives. Where it helps, we will build the proof-of-concept at our expense so you can evaluate a working system before any commitment.
